They're not overpopulated,they just aren't built smartly. Manhattan has 71k ppsm, but can double that if done smartly.

The limited freshwater resources cannot support the population of the Los Angeles area in the long run, that's why it's overpopulated.

Similarly, whether Las Vegas is sustainable given its relatively large population is questionable too.

Chicago also has a huge and dense population, but it has enough natural resources to sustain.

Whether a city is overpopulated depends on many factors, not only the absolute population and density numbers.
