Heard a report the other day that, statewide, school enrollment is down 1,000 kids this year and half of that was Gillette. I believe enrollment has had a 2 yr downward trend, but this year was the full impact of layoffs in the energy industry.

Enrollment is down a total of 1,020 students for all of Wyoming's K-12 districts; about half that decline is from Gillette.

(Not sure if this link will work or not.)

Of the towns you have listed, I'd pick Lander but to each his own. Casper has the best services and shopping of the three, but if that's not too important to you then Lander is the nicest. Plenty of outdoorsy stuff to do, and it's not a pit like Crapser.

Other areas you may look into are the Black Hills area of SD, Sheridan WY, and anywhere in western MT. Eastern WA also has some nice small towns, there's no state income tax and the weather is milder than in WY. North Idaho would be a starting point also although there is a state income tax, but it's not too bad. But coming from Socal I think anywhere would be an improvement.
