Wyoming has great potential for electrical generation from wind power. However, if you are considering this in regard to Powell, that area is considered "marginal" for wind power.

I grew up in Lovell, 22 miles from Powell, it is a good community and has a lot to offer.

As mentioned, for Powell area, Wind is not really effective for turbine, I would build a cheap sheltered passive solar place with lots of conservation features (probably build with Rammed Earth in that climate). I would get a used commercial 'grease' genset (I.e. Diesel, biodiesel, WVO). for backup / power and still be grid interlinked. I have a friend who uses that setup in a mtn area. He has infloor heat, and uses engine coolant heat exchanger to heat floors and generate power for 4 hrs in evening. He gets a check instead of a bill from utility company every month. (he's not in WY, depends on power agreements).

Lots of nice options for heating (Scandinavian / Russian fireplaces), power is tougher to make.

You can get fairly affordable vertical axis wind turbines if you have a decent site.

The wind blows near Powell, but not in it. When we lived there (3 miles N. of town) the wind blew erratically, but sometimes was dead calm in town when blowing out at our house. Just depends on geo features that funnel wind around. West and North of Powell would yield much better wind.
