Well, I don't remember anything about children when I read about MK Ultra, but hey, it was awful enough even without them. Again, we are talking here about powerless people as victims (mental patients, prisoners, prostitutes). Also we are talking about some willing and some unwilling individual participants outside that group. And even then, the whole thing was eventually uncovered. After a number of years, yes, but still it's on Wikipedia and everywhere. Which, in my opinion, can work as a mighty deterrent for anyone within the government planning similar evil.
Also, don't forget that these MK Ultra doctors had a cover of medical profession for quite a while. What cover could these imagined LV shooting conspirators possibly have?
What I meant is this - I wasn't talking about Government as a whole, but about individuals working within it.
And I believe it makes sense - these are people with careers and families. Whoever wants them to participate in
a) an action that includes killing more people
b) which is also an action that requires collaboration of more people
is actually asking them to
a) turn into mass murderers
b) by doing that expose themselves to high risk of being busted (because out of many people participating or just knowing about it, it is enough that one decides to whistleblow)
Take this LV shooting for instance. If this Paddock character was a patsy and it's government or NRA or whoever behind it, how many people would have known about it. Do you think LV police is covering smth up? In that case, how many of them should be in on it? This is where the story falls apart as far as I'm concerned.
For me it makes much more sense that a highly intelligent psycho wanted to go with a bang. The only thing that bothers me with this theory is his empty police record - did he do anything else (like shooting individuals from a distance, btw. he was a registered hunter ) but remained undetected for years.
That they want more control is not hard to see. But I'd rather say that it's them not "letting a good crisis go to waste" than them performing a mass murder in western democracy, in time of peace.
They can and did wreak havoc to powerless individuals and powerless countries though - they can get away with that.

You mentioned Govt being concerned for its own existence...This is one reason they partake in such conspiracies, they cannot loose their level of control or authority over the people at any time, the way the US is today, there is almost ZERO chance of any revolutions, they have simply brainwashed enough people into believing tyranny is in their best interest, I really believe lots of people out there today would actually wait for their govt to tell them when its time to revolt! LOL
