As I understand it (being an occasional poster and lurker), it's just a way of giving a poster a "thumbs up" of sorts. Sort of similar to a "like" on Facebook.

To go into a little more detail, at the top right corner of a post, there's the post number (#6), a scale icon, and an exclamation point in a red triangle. The exclamation point is for reporting a post to the Mods, but the scale is where you can give a reputation point and leave a comment for the poster. If you just want to give a "quick" reputation point, use the "[+] Rate this post positively" button in the lower left corner of the post.
I like it better when they leave a note. I usually do.
I was here for a year before I figured out how to do that (by asking in this forum, of course).

QUESTION on this subject. And I hate that I have to ask this. I am an IT Manager. Been in IT more then 15 years. I know computers, the internet, electronics, tech in general better then most folks. I've been foruming since forums were invented.
But I cannot figure this one out.
When you login and you see someone has rep'ed you, you click the NEW REP link and it takes you there.
Um....
But...
How do you get to that section when you don't have the NEW link to click on???
