If tourists are spending money in the state, they are welcome. If tourists are taking money out of the state, they aren't welcome. No tourist qualifies for the PFD check anyway since they leave the state.

Tourists are welcome, bring money!

However, please feel free not to buy a summer home that you're only going to live in for two or three weeks out of the year. It drives up the prices for the locals and takes yet another nice house off the market.

The California real-estate market needs a MAJOR downwards correction, we gotta find some way to keep them from cashing out and flooding the (formerly more affordable) real estate markets in the rest of the west.

It is a simple exercise in Logic, "those who were born in Alaska (AND) those who live in Alaska year-round"

the use of "AND" is inclusive, meaning both terms must apply before the premise is valid, ie, requirements to be an Alaskan. If the word "OR were substituted for the "AND" then either of the two requirements could be a valid premise for the requirement of being an Alaskan, It would take one or the other, or both. It opens the field somewhat. Don't mean to confuse you with logic Glitch.
