I'd say either Ketchikan or Anchorage.

If you enjoy big city amenities (even though there aren't many) choose Anchorage.
If you enjoy small town amenities choose Ketchikan.

Ketchikan: No: The "rain capitol" of Alaska...
Anchorage: No. Big city problems like too much traffic, noise, crime, gangs...
Fairbanks: No. Too hot in summer, too cold in winter.

I enjoy going to Sitka but the housing prices are worse then Ktown.
