We often walk our dog (always on a leash) around various places/parks and in our complex lots. Inevitably there is ALWAYS an incident with someone who has their dog off the leash (against the rules) or who gets pissed off at us when we say "Our dog is not friendly, please keep your dog away."
You see, there is some magnet within these people who think OUR DOG wants to MEET their dog.
No, she is not friendly, we will say, trying to go in the other direction.
The fools will either stand their and let little Barkly continue to approach our dog or they will stare in absolute stupidity and say, "Barkly is friendly."
When we say, please take your dog away, for the second or third time, the person gets VERY angry and then either says something abusive or they just act like WE are in the wrong.
The other day this half wit nearly got into a fist fight with my husband.
I don't find the people here to be any more or less angry than anywhere else in the northeast. If we are talking about different parts of the country, then yes.
This has absolutely nothing to do with Albany and could happen anywhere.
Yes, it could but the reaction of people is just ridiculous here. When I lived on Long Island, people who walked their dogs in similar situations would say "I'm sorry" if their dog lunged at you and would not try to turn this into a chance to blow off steam and start an altercation.
While I don't condone their behavior, I think you need to take some responsibility yourself. You know your dog doesn't get along with other dogs, you should put a muzzle on it. And before you get into an uproar, one of my dogs hated most other dogs and I knew it. I muzzled her when I took her off my property.

Quite a valid point.
