What's a good way to make a thousand dollars?
Start with two hundred thousand, and open a restaurant.
You could furnish some details, like if you've owned a restaurant before, how it did, if you've worked in a restaurant before, etc. Might change my advice if I knew more.
Think niche -- a food specialty, service, or neighborhood that aren't already over-served. What will you do that's different from everything else nearby?
I suggest you have knowledge of food preparation and are a chef or know one. That chef would dictate what type of cuisine you'd serve. Starting a restaurant preparing a type of cuisine you know nothing about is suicide.
