My choice would be Elena Gallegos Picnic Area, there are numerous picnic shelters there with great views. It can be pretty windy though so might not be a good option on a windy day. It costs $1-$2 admission depending on day of the week.

Looks like many small parks in the city, maybe these are the ones I saw when walking around. Houses backed up to them on all sides like an oasis every so often.
People absolutely use the parks and they picnic in them, but you very rarely see the grassy areas at anything near saturation point. I would estimate the average density of people using the grass in an average park on an average weekend to be about 1-3 familes/acre.
What Albuquerque parks really need is picnic tables strategicaly located in shade, not vast expanses of grass in full sun.
There are exceptions, of course, and park usage should be studied before grass is replaced.

Picnic tables in the shade...novel idea . Not really knowing conditions or reasons it does seem strange those spaces are not used more. Possibily maintaince issue, lots of people, to put it mildly, are not tidy in public places Are these the small block size parks scattered around in some areas? How about playgrounds or are these just green space parks? I like the idea of small open spaces in an urban area to break up the concrete jungle!
