Seoul is nowhere near the top 5. I found prices to be compareable with Bangkok or somewhere like that. Easy to pick up cheap lunch and dinner and such, and taxis are super cheap. (I lived in Seoul for about 7 years).
I believe those studies are based on expats retaining a lifestyle similar to what they had back home. If you try to live and eat western style in a city like Seoul, than it's expensive. If you just live like everyone else and like Korean food, it's not expensive at all.
I've also been to Caracas and maybe dated information now (ten years ago), but it was cheap at the time. Maybe for an expat though living the expat lifestyle, it might demand more imports or something.
