I think Tegucigalpa (Honduras) and Ciudad Juarez (Mexico, right over the border from El Paso, TX) were the cities with the most recorded homicides per 100,000 people of any cities on Earth. I don't think that makes them warzones necessarily, but I'd be pretty nervous.

I am surprised that Juarez wasn't on there in 2009, it was pretty bad there in 2009! But the murder rate in Juarez has gone way down in the past couple years.

Ciudad Juarez has calmed down tremendously. Definitely the worse is behind them unless they go through a deja vu moment. With this said, once cities become violent, the public perception of the place tumbles and then, even once the cities become less violent, the old perception persist for quite a few years.

Yeah, it'll take a lot... especially for a city like Juarez which didn't have much to offer in the first place.

Medellín is still fighting the bad reputation and it's an awesome city.

Does anyone has a comparison rate between bordering cities along US - Mexico border, such as Brownsville x Matamoros / El Paso x Ciudad Juarez / Calexico x Mexicali???
I wonder how much difference a single fence can provide on safety.

I am not sure how statstics work. In my country, Venezuela with an estimated population of 26,000,000; last year (2013) 25000 people were murdered. that places us at the top, unless I miscalculated that represents 96,15 % homicides per 100,000 people.
