I would venture to guess is Cuba internet censorship is like China - contradictory, strange, changing from day to day, seemingly blocking sites on the whim of individual bueruecratic pencil pushers (hey, just like the moderators of this forum).
But it's all a joke to the average Chinese citizen because VPN gets around it all. Yes, speed is an issue in many places in central and south America, not just Cuba. Brazilians seems to complain a lot.
"Ways to find out"...oh you better believe it. Even in public internet areas you have to enter your identity. As a visiting businessman in a tech field I can't take a crap in PRC without someone knowing about it or recording it anyways. Seriously, I have good stories. "Hotel staff" wanting to check my phone, spyware added to my laptop in my hotel room when I go out to dinner, the whole bit.
