Drug laws aren't really enforced in huge parts of South America, and coca production is LEGAL in Bolivia, Peru, Colombia, Ecuador, Argentina, and Chile for historical/cultural reasons.

Can't wait to visit sometime again my 2 home countries, my mom who is from Argentina wanted to argue otherwise.
Definitely not true, at least in the big cities. It might be more conservative in some ways, but a lot more socially liberal in others. In many cities you'll see same-sex couples holding hands , there is lots of PDA on the street, and weed is culturally accepted in some places, like Chile for example
There are 20 some countries there and they are all different. This question is colored by one's class and experiences in growing up there and/or travels to the region.
I have seen lots of generally accepted racism and classism practiced in the workplace in Latin America that would probably not be tolerated in the US. However many parts of Latin America are far less conservative than the US - especially with regards to sex, religion and general law abiding behavior.

I do imagine though different factors could play a role unlike the US, still something shocking to know. Cuz Mexico has had gay marriage and abortions longer than the US for that matter.

For GOSH sake's gay marriage was just legalized here in the US like 2 years ago.
