Have you ever been here at all? Curious as to why you selected AZ, Are you looking for desert or mountain climate, or somewhere in between? Small towns are limited in terms of jobs, depending on what you are looking for. Cost of living in the smaller towns can be higher for some things. Dogs can make it a little harder to find rentals, but that depends a lot on what you are looking for and what is out there.

There are lots of Mobiles and Manufactured homes for sale so if you have the funds, you should have no problems. Look at Apache Junction.

Expect a lot of Seniors and seasonal residents, but the options abound.

Queen Creek sounds like something that might interest you, like Apache Junction it's WAY out on the very edge of the valley

The size is going to be difficult ......... really it's going to be difficult to hit all of those points

Queen Creek & Apache Junction may get you a little close to Phoenix and some better job opportunities ... but QC is over 25k and AJ over 35k and both will be growing

A town like Chino Valley immediately came to mind - except that you would have to drive a bit to Prescott Valley for the Walmart and more shopping

Cottonwood has a walmart, but I don't know a ton about it

Payson could be an option ... a bit larger, but smaller than QC & AJ and a bit more removed from Phoenix

I like the Safford suggestion

Maybe a place like Wickenburg or something different and head up to Taylor/Snowflake
