By law all properties must have easements which are legal access's to each property, it's up to the owners of those properties to improve the road conditions to their property if they want services.
Easements are not improvements only legal access to the ppty. So if you want a road to your ppty get ahold of a bulldozer.

Omg exactly what I needed to read. I’m purchasing property with a private road that has easement and don’t know exactly what that means

In the US you do not have a constitutional right to a road for first responders.

However you DO have the right to own a personal firearm. That's enough, isn't it?

Now if you are far away from roads...and have a medical emergency...and you do manage to contact 911...(and by the way there is also no constitutional right to cell phone service) I suppose eventually someone might come out.

Better learn to be self-reliant...like the guy who had to cut off his arm...
