Not comparatively though. CityScape is probably one of the priciest buildings in downtown Phoenix and you can get a two bedroom for around $2200/mo. That's dirt cheap when looking at similar buildings in LA and other places. Same thing with Scottsdale. Look at the new, "luxury" Optima Sonoran Village. Good luck getting that in LA for under $4k.

indeed. while rent is still high, theres more middle ground so to speak. downtown has woken up from the dead and has built alot of apartment buildings. those are the high priced ones now since its safer.

plus not just los angeles, you can go just outside of it and not pay $3,500 a month.

Help us out then a bit OP, what else do you need besides cheap rent and population? What size place do you want? What sort of job market are you looking for? Climate? Activities? Food?
LA still averages $1,000 for a studio. Same price will get you 2-4 bedrooms depending on what part of the Phoenix metro area you are in.
And I don't know about LA waking up, more like people are leaving.

We just signed a lease for a 1 bedroom for $1k/month, and that's what our current 1 bedroom costs. But then again, I live in Central Phoenix. The burbs and less desirable city neighborhoods could get a 2 or 3 bedroom for that price I guess

There are really only a few cities of any decent size (but not necessarily 70k people above) that are what I'd consider "affordable": Yuma, Sierra Vista and surrounds, Lake Havasu City, and Kingman. Another I'd throw in would be the Casa Grande area because despite it technically being part of the Phoenix metro area it stands apart on it's own pretty far away from it (along with Florence, Eloy, Coolidge, and Maricopa). I wouldn't be super keen to live in any of them personally, but then I'm not close to being retired. Prescott, Flagstaff, Phoenix, and Tucson are nicer but also more expensive precisely because they are more desirable and provide more employment opportunities.

Yuma, Flagstaff, Prescott/Prescott Valley, Casa Grande, Sierra Vista, Lake Havasu, are all fairly close to that 70,000 mark if you include surrounding areas.

They have good shopping, even malls, and good restaurants.

Flag can be expensive, Prescott not as much,Yuma will be cheap, and Sierra Vista reasonable.

Casa Grande should be reasonable but not sure about LHC
