Why? I have mainly seen this only in AZ, not in any other states. The license plate is barely readable through the smoke plastic cover/lens. I would think the DPS would not take too kindly too that.

What's the aim of this?

It prevents cameras, red light/speeding, from seeing it and it is illegal. I don't see many of them anymore.

It gives the police probable cause to pull you over and let's them know you have excess money to throw away.
The penalty for a violation of this statute is $30, plus surcharges, and is a civil non-moving offense.
If an individual receives a second violation within 12 months, the penalty increases to $100.

I have seen tags covered up with mud to hide the expiration dates from being seen, Illegals use this trick all of the time.

The whole execution of this is so cheesy. If was LEO, I'd definitely do a stop on this one and do a course correction on the driver.

Having just gotten meself a camera citation, I looked into the issue, and found this paragraph, reinforcing what's been said here:

Makers of highly reflective or "light-bending" license-plate covers claim their products can blind a photo-enforcement camera, making the plate impossible to read.

Whether they actually work is another matter.

On Track Manufacturing Corp. boasts that its Original Protector license-plate cover is "designed to defeat conventional photo radar cameras mounted low on the side of the road." An operator at the manufacturing company, however, says the product is not guaranteed to ward off a camera ticket.
