I have search for some information online, many people said that Harbin is a good place to go for winter visit. And there are a lot of beautiful photos.
My first reaction is you were afraid of cold weather and winter, so you'd want people to suggest things that are in southern China. But it turns, the ice festival is attractive to you, therefore, it seems that winter isn't an issue whatsoever. Perhaps, even, you are interested in attending the Ice Festival itself.
If that is the case, than I don't understand the question? You are looking for a BETTER ice festival?

Simply, if you are afraid the cold wether, it is not worthy to go.
If you can accept the weather, you can go.
In winter, no better place can go in china.
I stayed in shenzhen several years ago, there was also too cold when winter days.
I know people from Heilongjiang, the people are not afraid when they go to most other places in the planet during winter. They have larger sizes because they eat more food than people in warmer climates.
Hainan is still cooler than most of Southeast Asia in winter, good place to go without the extreme heat and cold.

Harbin is much colder than most other cities at the same latitude due to the low pressure in Mongolia (Ulan Bator is even colder). It follows Beijing time which means you may still not see the sunrise at 8 a.m. But it can be fun if you like frigid weather or Winter activity, i.e. dig a hole in the frozen river and fish. Try walking across the frozen Sungari (Songhua) River to the Sun Island (which I have tried).

But the problem with Southern cities like Guangzhou, Shenzhen and Hong Kong don't have central heating system in buildings. So in those rarest days when it is extremely cold, they can be even colder than the Northern Cities.
I heard that in Northern cities like Beijing has a system which allows heating system to be turned on city wide commencing on certain day only in Winter.
How about Shanghai then? Is it even cold there in the winter?
Shanghai rained almost constantly when I was there in the winter (5 months ago). Wasn't that cold, and as I understand it rarely snows. It was just drizzly and cloudy the entire two weeks.

actually it is high pressure in Siberia and Mongolia in winter, and the cold spreads in all directions from there, including east to Korea and Japan, south to north Vietnam, hainan and Taiwan.
HK island is mostly about 10 Celsius during cold waves with lowest record being 0 Celsius .
Guangdong cities have air conditioners installed in rooms that can make warm air in winter and cool air in summer.
