This has a decent summary of foreign intervention in Syria

Original offer by the Saudis to finance the US conventional war against Syria was rejected by Obama on the grounds that he couldn't get public approval for an invasion and the public no longer trusted the government and the media after the Iraq war. Instead, Obama engaged the Arab states to provide the financing and recruitment of mercenaries from around the world with the US supplying logistics, training, coordination, and implied air cover (see Red Line) for the mercenary forces. That cover of using foreign governments as an added layer in the operation was blown when the Embassy Annex in Benghazi was overrun by a local militia and General Flynn leaked the Pentagon document.

You have a point, it could be worse 1.) Islamic theocracy led like Iran, or 2.) International troublemaker like Saddam Hussein.
He has the brutality of Saddam, but at least his armed forces are not invading Kuwait (that's not to say he isn't stealing money from his impoverished citizens to fund these various proxy wars along with Iran).

However there are arab state leaders that are moderates - Jordan for instance. A constitutional monarchy but a benevolent and relatively progressive leader: pro-western, peace with Israel, and still respected among the other Arab states, and has an excellent economy and it's citizens enjoy a good standard of living for such a small state. Jordan also has an excellent human rights record.
