No offense but do you smoke weed (given your Cali' username) to even consider including Singapore in the same "cheapness" category as Cambodia and Vietnam? I mean I'm bad at geography but not that bad.
Thailand and the Philippines should be a good start maybe.
Singapore is expensive and they are not residency friendly under most circumstances. Cambodia cheap but bottom end third world. Thailand is getting increasingly strict requiring personal financial resources and health insurance.
Philippines probably meets your budget limitations and probably has the largest ex pat population. But with the Covid problem still unresolved most Asian countries are restricting travel. And with the exception of Singapore the places I noted all have third world or developing country problems that impacts your quality of living.
HK is up there with Singapore,could be worse.
