It's 7+3 right now, 7 days at hotel and 3 days at home, but with in home monitoring.
They are considering doing a 2 + 5, 2 days at hotel, 5 days home. But for foreigners without residence in china, those 5 days are still at the hotel. So those 5 days, are they still in hotel quarantine where people can't come out? Or is it 5 days monitoring and they can go outside, and just having a covid test every day?
It's huge if those 5 days is like free to go anywhere, I really think a ton of people will start to travel to China, 2 days stuck in a hotel is not that bad, compared to the past, its 2 weeks.

For foreigners, it is definitely 7 days of hotel quarantine, plus you have to deal with a lot of annoying and expensive ordeals before you leave. You also won't get a tourist visa, and Chinese won't be allowed to leave so there won't be a lot of people traveling to China.
Local communities are also unlikely to accept people who have just 2 days of quarantine, so it probably will be 7 days of hotel quarantine for everyone, and then potentially some home quarantine organized by the local community. In others words, not much will change.

So the current 7+3 now, the at home monitoring for 3 days, a Chinese citizen who goes home for those 3 days, they can freely walk outside during those 3 days right? I mean there is no security guards or people locking them in their house, unless their community has guards and they check where their cell phones are moving.
The + 3 days is confusing, I watched a video of a traveler going to hong kong with the new 0+3 quarantine, and at the airport they did the covid test on him, and he was free to go anywhere he wanted, but I believe he has to have a covid test every day for 3 days.
even if the 7+3 turns to 2+5, it's still 3 days shaved off. This will bring in a new wave of people who can bear that 7 days. On the news many Chinese airlines are planning to have more flights to China from around the world by next month.
