And of course, there are shops, banks, etc. downtown also. I'm almost certain that if Savannah had artificially small municipal boundaries like Decatur, it would have been ranked #1.

Why do you think Decatur's boundaries are "artificially small?"

I don't know if it's a federal building per se, but the building has a federal agency or two inside and an Associated Federal Employees Credit Union on the property so for expediency sake I called the site a "federal building".

Georgia cities are just so sprawled out. I think cities like Athens and Rome have great downtowns for their size but they tend to sprawl out for miles with not a lot of dense development.
