Vinings is just unincorporated Cobb County. Marta did not serve the area before the zip code change - why would it now.
The only reason you see Marta buses in that area now is that Cumberland Mall just happens to be the transit station where CCT and Marta allow for transfers, but CCT serves all other areas of 30339 - not Marta.

I don't quite understand this. Taxes are not going to change. 30339 is in unincorporated Cobb County. I pay the same taxes regardless of whether I have a 30080 or 30339 zip.
