I was beginning to think the same thing, however why wouldn't he stick around after he hits someone? He always flees the scene.

This guy needs to be locked up for a very long time. Get him for a hate crime, attempted murder, random act of violence, whatever. This needs to stop and it's ridiculous that they continue to release him over and over again. Are they waiting for him to kill someone?

Yea, not sure. Maybe he's making it a game knowing he will eventually be caught. And I think he will probably end up killing someone even if it's an accident. He has fallen through the cracks and needs help, he's mental.
