I would say something like that would be under 10K and possibly under 5K. Typical rates are 100/hour. There is probably already open source code that mostly does what you want and so it could even be less. The coding might take 1-3 days, but the tweaking/testing could take another 2-3 days.

C++ is the hardest

JAva is probably the next hardest

Then PHP

Iphone apps use objective C and are probably harder than Java but easier than C++.

However the scope is usually much smaller so the overall app probably wont cost much.
