I have said this many times, take your car to the dealer.
They are the experts face it. The independant techs are only as good as the last year they worked at the dealer.
Not always perfect, but less likely to make mistakes AND if they do, they are more likely to stand up and take care of you as they have the resources.
BUT dont pay more than the going hourly rates. Many dealers have escalating labor rates.
Call around and ask the other shops for their hourly rate.
Then, negotiate the labor rate with the service manager , not the advisor.
Dealerships are hurting for work as warranty work is drying up.
If they let you leave for a reasonable labor rate, some other dealer, in your case Toyota dealer will grab up the work.

For a dealer not the worst price, unless rotors weren't replaced, if it was just pads, you got ripped, and ripped bad.
