On many older vehicles the catalytic converters are long gone and likely sold to the scrap yard where they belong.

I had an old Lebaron 2.2 turbo car that I use to take the Cat off of as it restricted the flow badly. I would put it back on for testing.

Here in IL they dont test anything older than 1996 (pre OBD2) so no worries on my "fun" cars.

Some states only have visual checks. I can tell you first hand I have seen dozes of hollowed out cats. Looks stock but there is nothing inside.

Yes I rock a catless smog. it's called I own a vehicle built before catalytic converters that doesn't need one. Also i have it registered in a state that doesn't do inspections anymore.

Actually, the automakers put the converter on the car to SAVE money.

Cost to ad a cat is pretty insignificant in the grand scheme of things. A properly-functioning catalytic converter acts as a "safety net" that can prevent a car under warranty from failing a sniff test due to the malfunction of a different piece of the emissions control puzzle. So by adding the catalytic converter - an expense which is passed on to the new car buyer - automakers save a small fortune in warranty repairs.

For the record, I've owned cars with fully-intact emissions systems that have failed a sniff test, and other cars that have had all the emissions controls not essential to the operation of the vehicle removed that passed.
