The wealthy have always used their influence to deflect from themselves the burden of taxes. No surprise here. In the case of tickets or for that matter alcohol or cigarette taxes these revenues are regarded as "sin taxes"; there is little constituency to openly oppose those. The protests against "55" or the National Maximum Speed Limit was a very rare instance. Thank G-d people stand up for themselves once in a while.
