Night time situation. 4 lane highway. 2 lanes each direction. Driving on right lane getting ready to exit. Not bumper to bumper traffic but steady flow of cars in both lanes.
Notice ahead that trooper is stopped on right side of road assisting/ticketing vehicle. Not sure of law in CO but generally it is advised that if possible switch over for safety reasons. Well there were a line of cars ahead behind me and they weren't really switching over and my exit was coming up (cop was literally stopped right before exit). I decided to stay in the right lane when I near the exit she has her flashlight literally pointing at every passing car effectively telling them to move over.
To me her beaming her flashlight at moving cars on the highway presented a high safety risk. Me trying to move over to the left lane to accommodate her and then immediately moving back to the right to exit would have been far riskier. Note there were cars behind me and would probably have created an uneasy situation for both parties.
I just think it was very irresponsible for the cop to behave in that manner.
How would I react? If there is no risk of a ticket, I would maintain my right lane trajectory. If the state wants to perform collection agency operations on the roadways, they must take on 'safety' risks with the least amount of interference to the flow of commercial traffic.

"Safe speed" is some arbitrary value, directly determined by the mood of whatever cop is near enough to observe it. Why are there no "move over" laws for citizen commuters on the side of the roadway? Aren't police specially "trained" for roadside interactions, whereas average citizens are not?

Well, my safety comes before all others, and that includes the police. If I can get over I will but I'm not going to go all jihad in doing so. Pulling someone over on the freeway is extraordinarily dangerous and they shouldn't be doing it.
California law doesn't say 25, just "reasonable and prudent"

If the maneuver described in paragraph (1) would be unsafe or impracticable, slow to a reasonable and prudent speed that is safe for existing weather, road, and vehicular or pedestrian traffic conditions.

I have noticed other drivers so intent on switching lanes they will force themselves between two cars in adjacent lanes.
