i saw a few sparks with 3k rebates, puts them at around 13k

for instance

New, used, and pre-owned Chevrolet, cars, trucks, and SUVs for sale at Martin Chevrolet in Torrance

is there a better option out there.

There is a dealer in Riverside advertising Nissan Versa for $9999. It's a base model but it's the cheapest car made today.

My kid got a Honda Fit right out of college and he loves it. Honda also offered special "graduate financing" rates.

For reliable low cost (maintenance and repairs, etc)...
You could look at used elantras (not sure price new), used or new corolla possibly, used Camry or Sonota of you want something a little bigger. Or the Nissan Altima or Honda Civic or fit.

Do you just need reliable transportation? Any preferences? Gas mileage, other factors?

Personally I wouldn't consider the spark but that is me too small. The Nissan versa, Sentra, or Altima are all good choices. Maybe even a Ford focus. If you look into focus there are some years with transmission issues I believe (dual clutch or something).

Honda Fit will cost way more than 13K. I considered one in spring 2014 a few dealers had leftover 2013s, the lowest price then almost 18K sticker around 16K plus tax to purchase.

That's Corolla or Civic price range. Nothing fancy but both have a long proven history is working well.

Versa is really bare bones but gets great mileage.

Kia Soul/Forte/Rio can all be had new for that much. Especially right now if you find a leftover '16.

2008 or newer hyundai elantra.

they are very simple basic cars. Mine has been exceptionally reliable.

My sister likes it much better than her prius and now she and her husband both have elantras
