This thread is a piece of clickbait trash. I'm going to start wearing welding googles with a hooded jacket while driving to annoy the self righteous anti-hoody fools I see here.
The Driver's Instruction Manual cautions drivers to turn their head when there
is a need to merge into traffic or any driving activity that requires full attention
on the peripheral of vision. Someone driving with a neck brace would be more
at risk then someone with a hoodie.
What you've posted has been widely discredited. The only folks who believe this nonsense are members of fringe wacko groups like Sovereign Citizens. These groups have put your theory to the test dozens of times and lose in court every single time.

Snopes? That is your bastion of fact, really?
Snopes is one of many examples. There have been dozens of court cases that corroborate the Snopes link and ZERO to support the position that the government doesn't have the authority to decide who can and cannot drive. This is a debate you will lose very, very badly. The government absolutely has the legal authority to determine whether or not you may operate a motor vehicle on public roadways. In addition, the government has the authority to establish the rules under which you may do so. End of story.
Where's your "bastion of facts"? And no, Sovereign Citizen, Freeman on the Land, etc., websites in no way, shape, or form dispense factual information.
