Yesterday I was stopped at a light and the guy behind me had his DRLs on. It was in broad daylight. His lights seemed like they were high beams because they practically blinded me.

It was a Toyota SUV, that's all I know. It's possible those weren't his DRLs but just the regular high beams and he wasn't aware they were on. Do some cars in fact use high beams for DRLs?

When cars have DRLs you can't turn them off, is that right? Also can you switch DRLs between regular and high beam?

Also, because of the location of the lights on the car, it seemed like those were his DRLs and not regular lights.

On a 2018 Ford Edge, the DRL's are the MAIN beams, but on a reduced brightness setting through a Pulse Width Modulated driver from the 12V supply. Bottom line is that yes, they use the main beams for DRL's but they are not quite as bright....

No hi beams are not used as DRL's. As explained by timfountain, your headlights are used mostly but at a reduced brightness. But sometimes an individual light is used.

My car uses the high beams as DRLs, but at reduced brightness.

There are some older cars that used the high beams at a reduced brightness level. Most today use some form of LED lighting.

Its possible that since it was an SUV, that his headlights were higher and in direct line with your mirrors or eyes. We dont usually look directly at headlights like that. So even if they were reduced lighting, they could still be bright when lifted and direct. Thats probably what you saw.

Also, and this could be with any car, look to see if the rear end is squatted, that will point the headlights up at you, and at the right distance, will look like bright lights.

He might have had his high beams on. I've seen it before, people driving around with their high beams on in the middle of the day, likely completely oblivious to the fact that they're on.
