I actually experienced this once in Melbourne Australia in 2005.
The reading on the pump jumped up by 0.7 liters, and the first time I thought I imagined it and really started paying attention.
When it happened the second time, I stopped fuelling and informed the cashier, but they didnt want to acknowledge. I had to pay whatever the pump said.
