Great Britain (and Ireland) is on the continental shelf of Europe. It's as much a part of Europe as Long Island is a part of North America.
Of course, continents are in no small part abstractions, and so the notion that 'technically' applies in discussing their extents really isn't logical at all. Iceland is most certainly part of Europe.
