I'm looking for an apartment in Baltimore. I want two things:

1) Above all, I want to be in a safe neighborhood.

2) I don't want parking to be a hassle. I'd prefer not to do street parking. A garage would be great.

My budget is $1300 or less (preferably less) for a 1 bedroom.

In my research, I've seen many professionally managed apartment complexes with on-site parking, but almost all are downtown. That seems to fix the parking issue, but are these places safe? Will I be ok walking from my car to my apartment if I come home late from work?

I've also seen many smaller apartments in neighborhoods such as Federal Hill, Mt Vernon, etc. but almost all seem to have only street parking. Is it possible to find apartments in these areas with better parking options?

Yes to both questions. However, parking is tough in both Federal Hill and Mt. Vernon. There are some buildings available with parking though.

You can certainly rent in a condo tower in Mt Vernon for around $1100 a month and most charge about $150 a month for parking. The initial move in fees are fairly high but the location is great.
