Most companies opt for hiring out-of-towners and people who live waaaaayyyy out in the booneys as opposed to Baltimore City residents. Any truth to this???

Nope, just opinions and conjecture from Baltimoreans who've told me they get passed over by jobs from out-of-towners and foreigners. Plus, from some business owners who've conveyed to me personally that they don't like hiring locals for various reasons(AND THEY MAY BE FROM BALTIMORE THEMSELVES!). That's crazy!!!

In my experience a lot of native baltimoreans (some of which I work with) have terrible grammar, a poor education, and unimpressive organizational and problem solving skills. If an employer's goal is to hire the best qualified/ most capable candidate then it might just be that their best option is someone who didn't grow up in the hood. Not every employer has the moral inclination or legislative necessity to be magnanimous when it comes to selecting employees. That's the whole reason MD still has such high Minority Business Enterprise (MBE) state contract goals.... because if they didn't very few poor, uneducated black people would be very competitive in winning contracts.

As a side note MBE also provides preference for women owned businesses. In my experience I've seen women owned business out compete black owned businesses for many a contract... sometimes explicitly for the reasons I explained above.

Low skill service jobs for local and state government and enlisting in the military are still probably the best pathways to a decent paying, law abiding, stable lifestyle for most of the poor and uneducated.... one of the few ways the government is providing a "hand-up" vs. "hand-outs".

The Baltimore Casino is required to hire several thousand City Residents.. I suspect that most of these jobs are low wage service jobs.. but hey.. if you are unemployed looking for a job its better than nothing....and is honest work though some may debate if a Casino is "honest". I did look at their website and saw a few management and/team leader jobs that may pay well. In this case it could PAY to be a city resident that is educated and well versed.. the Casino could get the best of both worlds.. A skilled employee and a City Resident to check that box with the Mayors Office of Employment.....

There is truth to your statement. I have many friends who work at Hopkins (hospital and university), some from the local area, others from some place else. Hopkins may be the exception though.

" if you are unemployed looking for a job its better than nothing."

*It's better than selling drugs??! Honest work?! Isn't gambling a so-called vice?
