If I come into Penn Station 6 pm and need a cab to take me to the sub way going to OwingsMill Station.
Where would the cab need to drop me off. I can't walk 2 blocks, need wheelchair.

I'd say cab (or bus) down to Charles Center as there will be many elevators there. Really straight shot. Best alternate would be cabbing to State Center.

I hate to say it, but they probably would refuse to take you (if they can). Cab drivers wait a long time in line at Penn Station and to do that and only get a <$3 fare is cruel. I'd take FREE Charm City Circulator to the Charles subway station.

Are you just looking for mass transit in general, or Baltimore's metro line in particular? The Metro line is just one line, but there is a mix of mass transit types in Baltimore, including MTA Light Rail (one line, north/south), MTA Metro (one line, Downtown/northwest regions), the Circulator (3 lines- free bus), and the MTA busses (many, many bus lines).

Transit options near Penn Station are:

Charm City Circulator purple line- Free bus running north/south, with Penn Station as the northernmost end. For some reason, the Circulator doesn't show up on Google directions, but it's there.

Light Rail- There is a shuttle from the main Light Rail line to Penn Station you can take. If you don't feel like waiting for the Light rail shuttle, you can walk 2-3 blocks to the University of Baltimore/Mt Royal light rail stop. Light rail runs every 15 minutes, and every 7-8 minutes during rush hour, but the shuttle doesn't run as often.

MTA Local bus- there are a couple of bus lines that run by Penn Station. You can click on the bus stop icons on a Google map to see which ones are there and which ones work for you. Bus lines include the # 3, 11, and 64
