If the police commissioner nominee was from Buffalo, Minneapolis or Billings, Montana would council members still see a need to travel there and investigate?

No. No investigation would be needed. The only reason city council members take those "investigation" trips is to vacation at taxpayers expense.

The city council is supposed to approve or not approve a police commissioner nominee based upon the extensive information the mayor and nominee gives them to study. There is no need for them to take a vacation disguised as a "fact finding mission". Those council members who participated in this folly should be voted out of office, but it will never happen in this one party town. Members of the city council have a license to steal, and they will never be reprimanded for it because voters here hate republicans. Just another reason why Baltimore is such a corrupt sh!thole.

In all fairness, from a business travel point of view, those trip expenses really aren't bad; almost a good value for the territory covered. But I am sure they are just a fraction of what the mayor and her entourage spend each year to travel to a real estate convention in Las Vegas, another vacation disguised as a business trip.
