For those who don't already know, although a Hawai'i Drivers License is a state-issued document, each of the main islands in Hawai'i is a separate county, and each county runs its own "DMV," and each has slightly different rules and procedures, so YMMV.
New Driver's License requirements went into effect on the Big Island in March:

And the days of walking into Hilo DMV and walking out a few minutes later with a nice shiny new Drivers License are over. Now they issue a temporary paper license, and mail the plastic license a couple of weeks later. Apparently the word is slow getting around...

I think our company's document verfication service sent us the hawaii information well over a month ago. I remember it looked pretty much like a regular drivers licnese except the expiration date was in big letter superimposed over the license. If we got it, I;m sure everyone who should have known was told, just maybe they didn't pay it no attention. It was an official governement announcemet so at least we know they didn't fall asleep at the wheel.
