If by some chance Chain-of-Craters would be the only option, I wouldn't think the county or the state would spend a whole lot of money on improvements - no paving, just graded. It would only be temporary.

According to the article in the Tribune:

The declaration also allows the county to lay the groundwork for improving or clearing new roadways in case Highway 130 is inundated with lava.
When that work, which will partially focus on improving Railroad Avenue, an old railroad easement, and Beach Road, will begin will depend largely on the direction of the lava flow, county officials said.

I can't tell which is downhill and uphill on the HVO maps.
Can anyone tell me what the green areas on that map?

Any place facing the ocean below the East rift is probably downhill. The green? That's just vegetation, places lava hasn't hit in the last 50-500 years.

So HPP is in lava zone 3 but Hawaiian Beaches is zone 2 but they are both towards the ocean?
Us there a hill between the two that makes HB and worse zone.
I'm only asking because I'm looking on the beaches areas.
