I wouldn't use cinder in low spots in a driveway, it compacts and crushes and degrades too quickly. Road crush is much better. I've had to dig out old cinder and put in something more substantial at our place.

Can I use cinder in my concrete mix? I've got hundreds of pounds of broken glass bottle in my patio...

I've made cinder-cement and it doesn't wear well, like soft sandstone. You could use it for fence anchors or under piers, but not for high traffic areas.
