How Birmingham, Alabama, Thrived Despite Jefferson County's Bankruptcy - CityLab
I think it's positive in the sense that it not only recognizes the good things happening, but suggests Birmingham should have the expectation of legitimate growth as a result. Plus, it's great for the city to be featured on Citylab/Atlantic Cities in a positive light.
