Mandatory rehabs as well as more incentives for folks to enter the mental health profession. This state (and country) has a lot of unhinged, unstable people and not enough caretakers to help them.

Exactly.
There is always a danger of misuse of mental health clinics, but at this point danger of current situation is way more. This is not freedom, but danger for person himself/herself and other people.
