It depends on what you want. Phoenix is more or less a new city, that is still being developed, stuffed full of Mexicans and has nothing really special about it. Buffalo is an older northeastern city that already was developed but is full of high taxes, cold weather and doesn't have as many jobs. But, Buffalo has been making 5,000+ jobs per Month now.

The Sabres aren't moving, the hockey team in Arizona is hurting in the pocket book, you can drive from Niagara Falls to East aurora in no time,and there is no border issues that I know of.
