Is 70k salary enough for 2 people in Buffalo area? (New York: for sale, real estate)

My husband has been offered a job recently in Buffalo with a salary of 70k and full health insurance benefits for both of us (We both are on good side of 30).
Is this salary enough to live a decent life in a decent neighborhood
Our idea of decent life:
1. Planning to rent for around 1000-1500/pm (is it enough?), planning to live close to work (Erie Basin Marina), so that total commute time is of ~ 45 min one way.
2. We do not party every weekend. We do go out occasionally for dinner like birthday, anniversaries and special occasions, etc.
3. I am a stay at home wife, so I will be cooking all meals, cleaning the house, dishes and laundry (and studying).
4. No kids and debt free.
5. We do have a car and it is paid off.
6. We are not looking to buy a house in Buffalo (so I am guessing the debate about property taxes is out of question).
We have a option of two jobs, one is in Buffalo (70k), and other in NYC (80k) so we are debating.

A commute of 45 min ONE WAY is about enough to get you to any outlying suburb. Working in the city for about 30 years and my husband and I shared a car and live about 15 min from getting onto the expressway -- we rarely spent more than half an hour on the roads. This is not a triaffic nightmare here.
Where is the job located? Do you want to be close to the job or close in the city ( doesn't much matter if the job is in the downtown area). Do you want an apt or a condo?
Suggestion: get an apt where utilities ( around here, that usually means heat and water) are included. It makes a big difference not to have to pay for heat. Most people don't have land line phones, and electric and gas ( if you have gas for a stove) are not a lot of money. The cable /internet are generally TimeWarner, and the rates are going up in Dec. ( got that notice today).
It is very doable on $70K -- esp. since you are getting health insurance paid for!
Just to be clear on Time Warner, if you have a package, I believe the rates stay the same.
As for places to live, you can pretty much anywhere in the area. If you want the city of Buffalo, maybe something in Parkside, Park Meadow, North Buffalo or maybe South Buffalo near Cazenovia Park would work.

You've got it made! 70K in Buffalo will go a long long way. Don't worry about traffic, you can live just about anywhere you want in the metro area with a commute time under 45 minutes. Traffic is not at all an issue.
Don't do New York City, 80K will give you a substandard quality of life there.
