The Pre-existing Condition Insurance Plan (PCIP) is one of the first major provisions of the federal health care overhaul to take effect.

“Today’s action is a major achievement in implementing health care reform in California,” Gov. Arnold Schwarzenegger said in a news release. State operation of the new high-risk insurance plan is good for California because the state can maximize federal funds while providing more affordable coverage to individuals who desperately need health insurance, he added.

The program will receive $761 million in federal funding and is expected to serve about 23,000 California residents at any given time.

Awesome, anything that can help my health care premiums go higher assuming my employer isn't going to drop my coverage. Good work CA!

I'd like to think there's a difference between someone who knowingly went out and drove drunk and a person who is born with an affliction they had no control over.

You're really reaching to find something wrong with this. What does that have to do with anything

The idea behind insurance of any kind is that you're supposed to get it BEFORE you need it. If you're guaranteed coverage no matter what, why not just wait until you get sick before paying for coverage?

You can't predict when you get sick or injured, what happens if you're walking down the street and get hit by a bus? Then what?

There are countless cases where people become sick and their insurers drop them or deny them proper care.

When you are born you can probably predict that you will get sick or injured at least one or more times in your life. It's what some people call a "no brainer."
