I'm not going to criticize specific people but anybody who starts topics should understand that topics are for discussion and that if you receive no replies to your OP then that's a vote by all the members that you are posting uninteresting topics. It also seems reasonable to me that people should show some restraint in the number of topics they start per day, particularly if those topics are receiving no replies.
