Rust Belt problems are a wholly different issue as is economic collapse. And those problems hurt all races and ethnicities not just "whites".

^^This. I think a lot of people in general are and have been leaving CA...AAs, whites, Hispanics...you don't have to be any certain race to want the "American Dream" and you don't have to be a rocket scientist to know that the average joe is unlikely to find it in CA, especially nowadays.

That doesnt really answer the question.

Visit a Library said that something was going to happen to Whites that chose to remain and Id like to know what exactly is going to happen to Whites who choose not to leave California?

I've read that before. Supposedly the white population in California has dropped from 16 million to 15.5 million in the last decade. I'm struggling to think of anyone I know (friends or family) who's white that left the state during that ten years. I know of exactly one couple. I also know of very few who've moved here from somewhere else. Also, very few have had kids during that period of time. A few deaths as well. All in all, my group of friends and family are a pretty static, but aging, population. Basically its been the same for 20 or 30 years. Contrast that with immigration and children of immigrants and maybe it seems like an "exodus" to some.

Oakland is totally the opposite if we are to believe Census stats.

Every racial group in Oakland grew except Blacks which saw their numbers plummet drastically which pulled the entire city's growth rate into negative territory.

Oakland 2000-2010
Entire City: -1.9%
Some other Race +58.3%
Native Hawaiian/Pac. Islander +39.0%
Two or More Races +14.0%
Hispanic +11.4%
Non Hispanic White +11.0%
Asian +10.2%
American Indian +2.1%
Black -36.8% Staggering.

Also, something very interesting occured last year. Non-Hispanic Whites became the largest racial group in the city surpassing Blacks:

Oakland 2010 391,672
Non Hispanic White 104,381 26.6%
Black 102,395 26.1%
Hispanic 97,515 24.8%
Asian 66,557 16.9%
Two or More Races 14,782 3.7%
Native Hawaiian/Pac Islander 2,594 0.6%
Some other Race 1,946 0.4%
American Indian 1,502 0.3%

According to Census 2000 and American Factfinder Community Survey 2010

Very interesting statistics. Did African Americans diffuse into the other bay area cities? Or leave the area, or the state?

Well, during the same time that Oakland's black population plunged, the black population in outlying boomburbs soared. Im guessing they moved out to that direction as well as to Sacramento and Stockton and other more bang-for-your-buck places.
