I love it when people phrase things as if a "city" is a "person". Stockton is hiring illegals.......
Or a city needs to build more highrises or create more jobs. Its like the infamous "they".

Well considering how they believe corporations are people, it probably isnt a stretch to imagine that they believe cities are too.
